You can reset the user password by selecting Reset password from the Actions menu next to it, the following message appears:

The next time this user logs in to T1, a message appears on the page to inform them that the password should be reset, then the user is redirected to the following page:

To reset the password, the user should enter the secret code received by email and the new password, the Set password should be clicked.
